The implementation of a comprehensive solution to Karachi's severe urban mobility problems is underway as a result of collaboration of the Federal and Provincial Governments' for the implementation of a Bus Rapid Transit System (BRTS), as planned under the Karachi Urban Transport Master Plan of 2030.
Transport Department conceived a project, which includes supply and operations of buses for Yellow Line BRTS under Public Private Partnership (PPP) contract with over a 10-year concession period, whereby a private operator will finance, procure, supply, operate and maintain various systems (e.g. bus fleet, Intelligent Transport System, fare collection, depot equipment, etc.) and provide related services.
In order to develop the project after feasibility studies, the Sindh Mass Transit Authority (SMTA) initiated a process to engage the services of experienced transaction advisors to assist through the phases of the PPP project cycle. The transaction advisory services shall cover the procurement of Rolling Stock and Operationalization of the BRTS in all aspects as a part of the Project.
Hiring of Transaction Advisor :In accordance with the Evaluation Criteria, CSC has shortlisted four consortium members. RFP was issued to shortlisted consultants out of which two consortiums submitted their proposals. After evaluating technical & financial proposals by the Consultant Selection Committee (CSC), EY has been declared as the preferred bidder.
Inception report has been received from Transaction Advisors (TA) in the end of February 2024. The first deliverable is to conduct detailed surveys of the routes, which will be on track from April 2024.
