OBJECTIVE / OUTCOMES OF THE PROJECT

  • Improving safe blood transfusion in line with international standards.
  • Significantly improve the coverage and utilization of health-care services, quality of care, and equity of access to services by geographical areas, income levels, and women and children, thus facilitating population of the Sindh.


PROJECT BRIEF

  • Take-over the rights and control of all RBC Assets pertaining to the use and management of the same
  • Provide vehicles for safe and secure transport of the blood bags, to and from the department of RBCs
  • Provide technical trainings to staff to ensure capacity building
  • Ensure the provision of services in a prudent and coherent manner

PPP MODALITY

Management Contract - Annuity payments

EXECUTION OF CONCESSION AGREEMENT

The Health Department executed Management Contract (10 years contract term) in January 2018 with following preferred bidders:

  • The Indus Hospital for RBC Jamshoro
  • SBDDS RBC Sukkur


The Health Department executed Management Contract (10 years contract term) with Fatimid Foundation on following dates:
13th December 2018, RBC Shaheed Benazirabad
3rd April 2019, RBC Karachi

PPP POLICY BOARD APPROVAL

RBC Jamshoro and Sukkur
The PPP Policy Board in its 23rd meeting held on 11th January 2018 under the chairmanship of Chief Minister Sindh, ratified the summary for Chief Minister (for initiation of private party solicitation) and approved the preferred bidders for RBC Jamshoro and Sukkur for issuance of LOA and execution of Concession Agreement.

RBC Karachi and Shaheed Benazirabad
The Health Department sought direct contract execution with Fatimid Foundation (i.e. exemption from public procurement in exercise of powers under Section 21 of Sindh Public Procurement Act, 2009) without provision of bid security, from the competent authority i.e. PPP Policy Board in its 27th meeting held on 13th December 2018 under the chairmanship of Honourable Chief Minister Sindh. Furthermore, the Cabinet in its meeting held on 16th October 2018 approved exemption to Fatimid Foundation for bid security submission.

PROCUREMENT PROCESS

The Project was launched for investor solicitation in June 2017 in pursuance to SPP rules 2010.

RBC Jamshoro
Two (02) bids were received. The procurement process was concluded in October 2017 by Technical & Financial Evaluation Committee (TFEC). The Indus Hospital with Bid Price of 2.66 billion (annuity payments) declared as the preferred bidder.

RBC Sukkur
Two (02) bids were received. The procurement process was concluded in October 2017 by Technical & Financial Evaluation Committee (TFEC). The Sukkur Blood and Drugs Donating Society (SBDDS) with Bid Price of 2.49 billion (annuity payments) declared as the preferred bidder.

RBC Karachi and Shaheed Benazirabad

RBC Karachi = PKR 3.3 billion
