In 2012, the Japanese International Cooperation Agency (JICA), with the objective of expanding girls access to middle-level education, initiated a project to assist the Government of Sindh (GoS) in upgrading the primary girls schools into elementary/middle schools under the Sindh Education Reform Program (SERP). Under this program, JICA upgraded 54 primary schools in 12 districts of Sindh, by constructing additional building blocks with facilities such as solar power, water sources, furniture and water filters.
To improve the quality of education, SE&LD launched an initiative to outsource the management and operations of 54 schools through Education Management Organization (EMO) policy under the Public-Private Partnership model. In 2022, as per the directions of the PPP Policy Board, SE&LD sought the technical assistance of consultants to conduct a baseline study of the project for the launch of the investor solicitation as per the Operation and Management model of the EMOs. The Asian Development Bank (ADB) initiated a study to review all 54 schools, to see the viability of the schools to further upgrade to the secondary level through a public-private partnership model.
The project is to be launched in 3 phases:
Phase I: 19 Schools having at least 6 classrooms in JICA constructed buildings.
Phase II: 26 schools having less than 6 classrooms in JICA buildings and having old blocks which need repair and maintenance, may be considered at later stage after detailed assessment.
Phase III: 9 schools which JICA has undertaken for reconstruction rehabilitation would be considered.
The schools will run in double shifts. Early Childhood Education (ECE) to class 5 will be in the first shift whereas class 6-8 will be in second shift.
