Teachers Training Institutes

The School Education & Literacy Department (SE&LD), Government of Sindh (GoS), intends to enhance the quality of public-sector Teacher Training Institutes (TTIs) and Teacher Training Colleges (TTCs) through a Public-Private Partnership (PPP) arrangement. This initiative involves outsourcing the management of TTIs to reputable educational and training organizations.
In 2017, SE&LD received an Unsolicited Proposal (USP) concerning the Government Elementary College of Education (GECE) (Women), Hussainabad, Karachi. The proposal was subsequently placed before the PPP Policy Board. Following the Board’s approval, funding was allocated from the Project Development Facility (PDF) for the feasibility study and private partner solicitation for:
• Government Elementary College of Education (GECE) (Women), Hussainabad, Karachi
• Government Elementary College of Education (GECE) (Women), Larkana
• Government Elementary College of Education (GECE) (Men), Sukkur
• Government Elementary College of Education (GECE) (Women), Mirpurkhas
• Government Elementary College of Education (GECE) (Men & Women), Darsano Chhano
• Provincial Institute of Teacher Education (PITE), Shaheed Benazirabad
This project forms a critical element of the GoS strategy for developing Sindh’s education sector, specifically by improving the quality of teacher education and addressing performance deficiencies in existing TTIs.
After conducting a comprehensive procurement process, and with approval from the PPP Policy Board, the SE&LD launched the project in 2018. The Teacher Training Institute in Hussainabad became operational in 2020. Subsequently, in 2021, the SE&LD commenced additional private partner solicitations for the Teachers Training Institutes for Government Elementary College of Education (GECE) (Women), Mirpurkhas and for Government Elementary College of Education (GECE) (Women), Larkana, which were successfully outsourced and are operational.
